With reference to your telegram No.852 of September 20th 1943, I have the honour to enclose a memorandum in duplicate, compiled by Dr. Gordon King, formerly Dean of the Medical Faculty of Hongkong University and now working in the Shanghai Medical College.

2. I have the honour to endorse the recommendations contained in the last paragraph of Dr. King's memorandum. In my opinion, Dr. King's past and present experience make him eminently qualified to judge of such matters.
